Regulatory Changes to Rodenticides

We will be updating this page with the latest information regarding APVMA’s regulatory changes affecting second generation anticoagulant rodenticides (SGARs), that affect your responsibilities when selling Tomcat and other second generation anticoagulant rodenticides to customers.

What is changing on 24 March 2026

From 24 March 2026, the APVMA requires that all SGAR rodenticide products be supplied with a deemed permit at the point of sale. This means:

• Every individual unit of Tomcat (Green) and Tomcat II (Red) Rodent Bait sold must be accompanied by a physical copy of the deemed permit
• The directions for use on the deemed permit supersede the instructions printed on the product packaging
• Retailers are responsible for ensuring the permit is provided with the product at sale for any existing stock you already have on hand. Future stock ordered will be supplied with a deemed permit.
• SGAR products remain legal to sell, provided this requirement is met.

Your next steps

From 24 March 2026, every individual unit of Tomcat (Green) and Tomcat II (Red) Rodent Bait sold must be accompanied by a physical copy of the deemed permit.
